1. Nature and Current Status of GOST-U Certification
Historical Background
GOST-U certification was originally a core component of Ukraine's national mandatory product certification system (UkrSEPRO system), used to certify that products comply with Ukrainian national standards (DSTU) or technical regulations in areas such as safety, health, and environmental protection.
Abolition Date: In 2016, the Ukrainian government abolished the UkrSEPRO certification, and the system was officially abolished in April 2017.
Current System  
Mandatory Certification: Replaced by Ukrainian Technical Regulation Certification (TR Certification) and Declaration of Conformity (DoC), applicable to high-risk products (such as electrical equipment, medical devices, children's products, etc.).
Voluntary certification: Non-mandatory products (such as certain building materials and decorative leather products) may apply for voluntary certificates, following international standards (such as ISO 17065).
II. Scope of Certification
Mandatory certification products
Electrical equipment: High-voltage switchgear (≥1kV), explosion-proof control cabinets.
Consumer goods: Leather products (skin-contact types), toys, textiles.
Industrial equipment: reducers, building materials (e.g., tiles).  
Voluntary Certification Products  
Non-mandatory directory products (e.g., decorative leather, certain electronic appliances) can enhance market competitiveness through certification.  
III. Certification Process and Requirements  
1. Mandatory TR Certification (formerly GOST-U)  
Steps:  
Submit application: Submit technical documents (manuals, drawings) and samples to an authorised institution (e.g., UkrTest).
Sample testing: Testing by a Ukrainian-accredited laboratory (e.g., electrical safety, chemical hazardous substances).
Factory audit: High-risk products require on-site inspection of production conditions (e.g., ISO 9001 system).
Certificate Issuance: Upon approval, obtain the TR certificate, valid for 1–5 years, and affix the UA TR mark.
2. Declaration of Conformity (DoC)
Applicable Products: Medium-to-low-risk products (e.g., certain electronic devices, building materials).
Process:
Self-declare based on international test reports (e.g., CE, IEC) and register through the UkrSEPRO system.
A local representative in Ukraine must be involved.
3. Voluntary Certification  
The process is similar to TR certification but does not require mandatory testing; the certificate can be used for market promotion.  
IV. Key Considerations  
Document Requirements  
Technical documents must be translated into Ukrainian or Russian using Times New Roman font (size 10 or larger).  
High-risk products must include a risk assessment report (e.g., explosion-proof equipment).  
Labels and Marks

Products must be labelled with Ukrainian-language information (ingredients, manufacturer) and affixed with the UA TR mark or GOST-U mark.  
Starting in 2025, certain products must also include a QR code label linking to the Ukrainian federal database.  
Non-compliance Risks  
Uncertified products may be seized by customs, with fines up to 200% of the product value.
