Detailed Analysis of the Differences and Application Rules Between the Ukrainian GOST-U Certification Certificate (CoC) and Declaration of Conformity (DoC) I. Definitions and Legal Basis CoC (Certificate of Conformity) Nature: Issued by a third-party certification body recognised by Ukraine (such as UkrNAC or Derzhspozhyvstandart), certifying that the product complies with Ukrainian technical regulations (TR) or national standards (DSTU). Legal Basis: Ukraine's Technical Regulation Law and EU harmonised standards (e.g., Low Voltage Directive LVD, Machinery Directive MD). Application Scenarios: High-risk products (e.g., pressure vessels, medical devices, industrial machinery, etc.), which require laboratory testing and factory audits. DoC (Declaration of Conformity) Nature: The manufacturer or importer self-declares product compliance without requiring certification from a third-party institution, but assumes full legal responsibility. Legal basis: Ukraine's Law on Standards, Technical Regulations, and Conformity Assessment Procedures. Applicable scenarios: Medium-to-low-risk products (e.g., certain electronic appliances, building materials) may be self-declared based on existing test reports (e.g., CE certification)

Detailed Analysis of the Differences and Application Rules Between the Ukrainian GOST-U Certification Certificate (CoC) and Declaration of Conformity (DoC)
I. Definitions and Legal Basis
CoC (Certificate of Conformity)
Nature: Issued by a third-party certification body recognised by Ukraine (such as UkrNAC or Derzhspozhyvstandart), certifying that the product complies with Ukrainian technical regulations (TR) or national standards (DSTU).
Legal Basis: Ukraine's Technical Regulation Law and EU harmonised standards (e.g., Low Voltage Directive LVD, Machinery Directive MD).
Application Scenarios: High-risk products (e.g., pressure vessels, medical devices, industrial machinery, etc.), which require laboratory testing and factory audits.

DoC (Declaration of Conformity)
Nature: The manufacturer or importer self-declares product compliance without requiring certification from a third-party institution, but assumes full legal responsibility.
Legal basis: Ukraine's Law on Standards, Technical Regulations, and Conformity Assessment Procedures.
Applicable scenarios: Medium-to-low-risk products (e.g., certain electronic appliances, building materials) may be self-declared based on existing test reports (e.g., CE certification).

II. Core Differences Comparison
Item                          CoC Certificate                                                                                                                DoC Declaration
Issuing Authority    Authorised Ukrainian certification bodies (e.g., UkrNAC)                                                  Manufacturer/importer signs independently
Verification Method    Mandatory laboratory testing + factory audit                                                            Based on existing test data or internal quality control
Legal Effectiveness    Valid throughout the Ukrainian market, mandatory for customs clearance        Requires technical documentation filing and subject to market supervision spot checks
Process Complexity    Complex (4-8 weeks, requires on-site audit)                                                               Simple (2-3 weeks, no audit)
Applicable Products    High-voltage electrical equipment, medical devices, children's products, etc. (47 categories)    Low-voltage equipment, certain building materials, household appliances, etc.
III. Certification Process and Document Requirements
1. CoC Certificate Process
Step 1: Submit technical documents (drawings, manuals, test reports) and samples to a Ukrainian-accredited laboratory.
Step 2: Complete local testing (e.g., electrical safety, EMC).
Step 3: Factory audit (ISO 9001 system and production site inspection).
Step 4: After certification, affix the UA TR mark, valid for 1-5 years.
2. DoC Declaration Process
Step 1: Prepare the Declaration of Conformity document (Ukrainian translation required).
Step 2: Attach CE test reports or internal quality control records.
Step 3: Submit to the Ukrainian market supervision authority for registration, without laboratory involvement.
3. General Document Checklist
Application form, product manual (in Ukrainian), commercial contract (required for single batches), ISO 9001 certificate (recommended).
IV. Policy Updates and Important Notes
Abolition and Replacement of GOST-U Certification
Ukraine abolished the GOST-U (UkrSEPRO) system in 2017 and replaced it with Technical Regulation Certification (TR Certification), but some industries still use the term ‘GOST-U.’
High-risk products must obtain TR CoC certification, while low-risk products may opt for the TR DoC declaration.
Recognition of CE Certification
Following the signing of a joint agreement with the EU, certain CE certifications may simplify the Ukrainian certification process, but additional document reviews are required.
Non-compliance Risks
Uncertified products may be seized by customs, with fines up to 200% of the product value.
