Eye shadow，Mascara，Eyeliner，Lip gloss，Nail polish，Body glitter，Makeup set TR TS 009/2011 TR TS 009/2011 “On the safety of perfumes and cosmetics” was approved by Decision of the Customs Union No. 799 dated September 23, 2011 and entered into force on July 1, 2012.

TR TS 009/2011 “On the safety of perfumes and cosmetics” was approved by Decision of the Customs Union No. 799 dated September 23, 2011 and entered into force on July 1, 2012.
Cosmetic products falling within the scope of 009 technical regulations are identified by three signs: by the method of use - exclusively for external use; at the place of application - skin, hair, nails, lips, teeth, oral mucosa and external genitalia; for purposes - purification, change in appearance, giving a pleasant smell.
The main form of conformity confirmation in accordance with TR TS 009/2011 is EAC declaration, and only according to 3D, 4D and 6D schemes, i.e. only with tests in an accredited laboratory (declaration schemes 1d and 2d are not used in cosmetics).
Also, some products are subject, in addition to declaration, to the procedure of compulsory state registration, namely:
1. Products for artificial tanning.
2. Products for whitening (lightening) the skin.
3. Cosmetics for tattooing.
4. Intimate cosmetics.
5. Production of individual skin protection from exposure to harmful production factors.
6. Children's cosmetics.
7. Products for chemical dyeing, lightening and highlighting of hair.
8. Products for perming and straightening hair.
9. Products manufactured using nanomaterials.
10. Products for depilation.
11. Peelings.
12. Fluorine-containing oral hygiene products, the mass fraction of fluorides in which exceeds 0.15% (for liquid oral hygiene products - 0.05%).
The full list of products, the import and export of which is accompanied by the provision of documents of conformity, was approved by Decision of the EAC Board No. 12 of January 31, 2013 and twice updated (in June 2013 and August 2014).
It also indicates on which products it is necessary to draw up a EAC declaration of conformity, and on which - certificate of state registration(SGR). As a rule, these are children's cosmetics and cosmetics manufactured using nanomaterials.
